Management Services.

Rose City Property Management, Inc. (RCPM) will review and advise on the association’s Deed Restrictions, Articles of Incorporation and By-laws. 


RCPM provides management of the day to day operations of your community. We provide enforcement of CC&R’s, By-Laws, and Policies. We handle all the necessary administrative correspondence whether via mail, email or fax. We will maintain all permanent homeowner files, the minute/resolution books, prepare and attend monthly or quarterly Board of Directors or Advisory Committee meetings along with Annual Meetings. 


RCPM will provide annual review of all contracts or agreements to determine if the association is receiving the best price for the services rendered. Our company will also provide recommended contractors that meet the needs of each individual association or retail center. 


We maintain master files of association documents, contracts, correspondence, insurance policies, etc. Upon notification of a new owner, we inform the new homeowner in writing of their obligation to pay the association assessments, deed restrictions, and owner’s obligation to maintain property and provide information on necessary contact numbers.


RCPM will inspect property’s weekly or bi-weekly depending on the association needs and based on the management agreement with each community. RCPM will assist the Board in forming the various committees, such as Beautification Committees, Social Committees, Architectural Review Committees, and Crime Watch/Safety Committees to name a few.


RCPM can assist and prepare community newsletters along with mailing newsletters, flyers, annual meeting notices, violations, collection letters and announcements as needed. RCPM will maintain a directory for each association as well as an owner email list in order to send important information out to owners via email and save on association expenses.


Financial Services
Using an integrated accounting and management system, Rose City Property Management, Inc. (RCPM) provides timely, accurate, thorough reporting of an association's finances. We adhere to generally accepted accounting principles (GAAP) as recommended by the American Institute of Certified Public Accountants. (AICPA). We prepare annual budgets designed to meet short and long term goals. 


RCPM will prepare financial statements including balance sheets, income statements, budget variance analysis, and collection of delinquent accounts. We provide statement billing of assessment fees, implement due process for collection of delinquent accounts, deposits of all receipts in segregated association bank accounts. We pay Board approved association expenditures, maintain association financial books and records, maintain files and provide documents required for transfer of ownership and arrange for authorized annual audits. RCPM will assist you in developing a plan for long-term financial soundness of your community. We will arrange studies with a reserve professional to analyze and determine requirements for reserve funding. 


Consulting Services 

Are you unsure if your HOA is complying with new HOA laws? We can help determine if your association has been complying with all new HOA laws. Did you know the Texas legislature rewrote the CC&Rs for many HOAs? New laws passed in 2011 have made it more and more difficult for volunteers (Board of Directors) to run the associations they live in. Why do you need an attorney, a management company or both? Rose City Property Management, Inc. can help you understand and comply with new legal provisions.


If you are planning a new community association we can help you with that too! RCPM offers Document review, planning and long range management planning. Those services include:
