About Us

Jeremy Smith, Compliance Coordinator

Jeremy and his family have been in the Tyler area for generations. Jeremy comes to RCPM with an extensive background in general contracting and maintenance. He was recently with Rays Engines as a Machinist for 12 years as well as a general contractor/handyman on the side. Jeremy brings to RCPM the ability to be on-sight as needed to ensure an associations vendors are performing to the high standards set forth by RCPM as well as meeting with potential contractors/vendors for emergency work or capital improvement work. If you see Jeremy out, stop and say hi. He loves getting to know the owners and helping any way he can. 

Mitch Brewer, Owner/Compliance Coordinator

Mitch has extensive experience in management and maintenance. He works closely with our developers, Boards, and homeowners and also with a property’s contractors and vendors to ensure any maintenance issues are handled in an efficient and friendly manner. If Mitch is unable to correct a problem himself, he obtains bids and finds the most qualified professional to handle specific property needs. Mitch is on-sight at many of our property’s daily working with landscapers, and other contractors to ensure the property is getting the best service they can.

Carrie Montgomery, Property Manager

Carrie is our Community Manager and is backed by 9 years of experience in the association management industry. Carrie’s strengths include strong organizational skills, excellent follow-through, and excellent customer service skills. Carrie has previously worked for SBB Management Company and Lone Star Association Management in the Dallas, TX area, and also comes from an insurance background while living in St. Paul, MN. She is currently working on her AMS and CMCA designations.

Chris Brewer, Owner

Chris is the Owner of Rose City Property Management, Inc.. Chris has an extensive background (35+ years) in hotel, apartment, commercial and association management and is committed to providing Board members innovative ways to improve community spirit, enforcement power with continued education, and knowledge on community property standards. Chris’s first consideration in the management process is to provide diligent, faithful, and knowledgeable customer service to each client.  She also provides strong leadership, organization and has a wealth of valuable information to share. Chris’s vast experience includes strong abilities in financial operations, skills in recognizing potential problem areas, defining possible solutions and implementing required changes. She regularly provides consulting services to developers and builders and is also consulted for helping new developers create and develop association documents, as well as existing communities in updating association documents to best fit the needs of the individual association. Her designations include Association Management Specialist (AMS), and Certified Manager of Community Associations (CMCA); and is an active member of CAI.
