Rose City Property Management, Inc. (RCPM) is a full service property management firm offering management of owner, mixed use, and condominium associations across the greater East Texas area.
RCPM has been in business since 2009. Owner, Chris Brewer, came to East Texas from Dallas/Ft. Worth to work with an area developer regarding their owner association developments. While working in the area, Chris' association experience and knowledge became well known and sought out. After several requests by some of the areas builders, as well as requests by owner controlled associations to manage them, she made the leap and opened Rose City Property Management, Inc. in February of 2009. Everyone at RCPM is committed to providing the highest level of professional services to its clients. RCPM focuses on our clients’ individual goals and objectives as we ethically and professionally guide and direct them in making sound decisions and prudent business determinations. RCPM has earned its reputation for excellence in all areas of professional property management through years of hard work, ongoing education, training and field experience.
RCPM is the only management company of it's kind in East Texas and is dedicated solely to the management of condominium and owner associations. We are exclusively dedicated to the community association industry and emphasize creating and maintaining partnerships with associations by providing personal service, attention to detail, maintaining accurate records, and an overall enduring commitment to the community association industry. RCPM may cost more than the other accountants, lawyers or rental management firms in the area that manage on the side; but RCPM is the only company in the area that specializes in owner association management. We are involved in proposed legislation pertaining to association law and make sure that our associations are kept up-to-date on any changes in Texas Homeowners Association Law as it is passed. RCPM believes strongly in protecting it's associations form potential issues and lawsuits through education of their Boards and homeowners and making sure an association is compliant with state law; both of which are important factors in protecting an association.

Chris is the Owner of Rose City Property Management, Inc.. Chris has an extensive background (35+ years) in hotel, apartment, commercial and association management and is committed to providing Board members innovative ways to improve community spirit, enforcement power with continued education, and knowledge on community property standards. Chris’s first consideration in the management process is to provide diligent, faithful, and knowledgeable customer service to each client. She also provides strong leadership, organization and has a wealth of valuable information to share. Chris’s vast experience includes strong abilities in financial operations, skills in recognizing potential problem areas, defining possible solutions and implementing required changes. She regularly provides consulting services to developers and builders and is also consulted for helping new developers create and develop association documents, as well as existing communities in updating association documents to best fit the needs of the individual association. Her designations include Association Management Specialist (AMS), and Certified Manager of Community Associations (CMCA); and is an active member of CAI.
Carrie Montgomery, Association Manager
Carrie is an Association Manager backed by 13 years of experience in the association management industry. Carrie’s strengths include a vast knowledge of Property Code - Chapter 209. Texas Residential Property Owners Protection Act, Texas Homeowners Association Law, as well as Property Code - Chapter 82. Uniform Condominium Act. Carrie is often asked to create enforcement policies for associations to better clarify the expectations of the association per the associations governing documents. Although we all work at the discretion of our Boards or Developers, Carrie believes in working for all owners to help ensure that all owners have a voice in the direction and activities of the association. When possible, Carrie loves to get owners involved in their associations through various committees and believes strongly creating a neighborhood bond within the association. Carrie received most of her training while working for industry leader, SBB Management Company, established in 1974; along with on-going training through the Dallas, TX chapter of Community Association Inc. (CAI).
Teresa Harris, Association Manager
Teresa is an Association Manager with 10+ years of experience working with associations and retail centers all over East Texas. Teresa's greatest strength is her resourcefulness. There are many unusual things that come up in association management and Teresa is excellent at researching these items and getting them resolved quickly and efficiently. Teresa also has a unique way of relating to owners and assisting them with all of their questions, concerns and/or needs. Teresa knows many area builders and developers from her time working at the Tyler Area Builders Association. Teresa has been a useful resource for builders in helping them understand the requirements of building in associations.
Mitch Brewer, Owner/Compliance Coordinator
Mitch has extensive experience in management and maintenance. He works closely with our developers, Boards, and homeowners and also with a property’s contractors and vendors to ensure any maintenance issues are handled in an efficient and friendly manner. If Mitch is unable to correct a problem himself, he obtains bids and finds the most qualified professional to handle specific property needs. Mitch is on-sight at many of our property’s daily working with landscapers, and other contractors to ensure the property is getting the best service they can.
